    Before You Demo: Why Asbestos & Lead Testing Should Come First

    Planning a demolition or renovation project? Before the first wall comes down, flooring is removed, or a contractor begins disturbing building materials, there is an important step that should happen first: testing for asbestos and lead-based paint.

    Asbestos-containing materials and lead-based paint can be present in residential, commercial, industrial, and institutional buildings—often in materials that appear completely normal.

    A pre-demolition or pre-renovation hazardous materials survey can help identify these materials before work begins, protect workers and building occupants, prevent unexpected project delays, and help keep your project in compliance with applicable regulations.

    Why Test Before Demolition?

    Demolition and renovation activities can disturb materials that have remained intact for decades.

    Cutting, sanding, grinding, drilling, scraping, breaking, or removing these materials can release asbestos fibers or lead-containing dust into the work area and surrounding environment.

    Once demolition has started, discovering a hazardous material can become significantly more complicated.

    Testing before work begins allows the project team to identify potential hazards and develop an appropriate plan before contractors mobilize.

    A relatively small amount of planning at the beginning of a project can help prevent costly delays later.

    Asbestos Isn't Just a Problem in Very Old Buildings

    One of the most common misconceptions we hear is:

    “The building isn't old enough to have asbestos.”

    While asbestos is strongly associated with older construction, age alone should not be used to determine whether a building material contains asbestos.

    Potential asbestos-containing materials can include:

    • Drywall and joint compound

    • Floor tile and flooring adhesives

    • Acoustic ceiling materials

    • Roofing materials

    • Pipe and mechanical insulation

    • HVAC components

    • Mastics and adhesives

    • Stucco

    • Plaster

    • Siding

    • Fireproofing

    • Caulking and glazing materials

    • Various other construction products

    You generally cannot determine whether a material contains asbestos simply by looking at it.

    A qualified asbestos inspector can identify suspect materials, collect representative samples, and have those samples analyzed by an appropriate laboratory.

    Is an Asbestos Survey Required Before Demolition?

    Depending on the location and scope of work, asbestos inspection requirements can apply before renovation or demolition activities.

    Federal, state, and local requirements may apply, including regulations administered by the U.S. Environmental Protection Agency (EPA), Cal/OSHA, and California's local air quality management or air pollution control districts.

    For many demolition projects, an asbestos survey is an important part of determining whether regulated asbestos-containing material will be affected and what notification, removal, or work-practice requirements may apply.

    Requirements can vary considerably depending on the building, jurisdiction, material, quantity, and type of work being performed.

    This is why asbestos should be addressed during project planning—not after demolition has already started.

    What About Lead-Based Paint?

    Lead is another important consideration before renovation or demolition.

    Lead-based paint is most commonly associated with buildings constructed before 1978, but occupational lead requirements are not necessarily limited to pre-1978 buildings.

    Paint and other coatings can contain lead, and construction activities can create significant amounts of lead-containing dust.

    Activities such as:

    • Sanding

    • Grinding

    • Cutting

    • Torch cutting

    • Welding

    • Abrasive blasting

    • Scraping

    • Sawing

    • Component removal

    • Structural demolition

    can potentially expose workers to lead.

    Testing can provide valuable information for contractors and project owners when determining appropriate worker protection, engineering controls, respiratory protection, containment, waste characterization, and other project requirements.

    “We're Demolishing It Anyway. Why Does Testing Matter?”

    Because demolition can turn a contained building material into an airborne or widespread contamination problem.

    Imagine demolishing walls containing asbestos joint compound without knowing it is present. Material that was previously intact may now be broken into thousands of pieces and mixed throughout the demolition debris.

    The same principle applies to lead.

    Grinding, cutting, sanding, or demolishing lead-containing coatings can generate fine dust that may migrate to surrounding surfaces and expose workers or occupants.

    Identifying these hazards beforehand gives contractors an opportunity to manage them appropriately.

    Testing Can Protect Your Project Schedule

    Hazardous materials discovered after construction begins can result in:

    • Stop-work situations

    • Change orders

    • Unexpected abatement costs

    • Contractor delays

    • Additional mobilizations

    • Regulatory complications

    • Contaminated work areas

    • Additional cleaning and clearance testing

    • Waste disposal complications

    • Worker exposure concerns

    A pre-demolition survey helps answer an important question before bidding and construction begin:

    What hazardous materials are actually present?

    That information can then be incorporated into demolition specifications, contractor bids, schedules, and budgets.

    Testing Can Also Help Contractors Bid More Accurately

    Unknown conditions create uncertainty.

    If contractors do not know whether asbestos or lead is present, they may have to account for that uncertainty in their pricing—or the project may face substantial change orders after work begins.

    Providing asbestos and lead information during the bidding process allows contractors to better understand the conditions they will encounter.

    When regulated materials are identified, the appropriate work can be planned before general demolition begins.

    What Happens During an Asbestos & Lead Survey?

    The exact scope depends on the property and planned work.

    For an asbestos survey, a qualified inspector typically evaluates the areas that will be disturbed, identifies suspect materials, collects representative bulk samples, and submits those samples to a laboratory for analysis.

    For lead, testing may include X-ray fluorescence (XRF) screening and/or laboratory analysis of paint-chip samples, depending on the purpose and scope of the investigation.

    The resulting report can document sampled materials, analytical results, locations, quantities or conditions where appropriate, and recommendations for the project team.

    Don't Forget About Other Hazardous Materials

    Asbestos and lead are two of the most common concerns, but they aren't the only materials that may need to be evaluated before demolition.

    Depending on the building and project, additional concerns may include:

    • PCBs

    • Mercury-containing equipment

    • Universal waste

    • Fluorescent lamps

    • Refrigerants

    • Mold or water-damaged materials

    • Chemical residues

    • Contaminated soil

    • Other hazardous or regulated building materials

    For larger demolition projects, a broader hazardous materials survey may make more sense than testing only for asbestos and lead.

    When Should Testing Be Performed?

    Ideally, testing should be completed before the demolition or renovation contractor submits a final bid and before destructive work begins.

    Early testing gives the owner, architect, general contractor, and environmental consultant time to address any identified materials without unnecessarily disrupting the construction schedule.

    If you're already planning demolition, don't wait until the day before work starts.

    A good hazardous materials survey isn't simply about collecting samples.

    The objective is to provide useful information that allows owners and contractors to make informed decisions.
