    New Lead Dust Standards Are Here: What Property Owners, Contractors & Managers Need to Know

    Lead dust standards in the United States have changed significantly.

    The U.S. Environmental Protection Agency (EPA) has established substantially more protective standards for lead-contaminated dust in certain pre-1978 residential properties and child-occupied facilities. The changes affect how lead dust is evaluated and, importantly, how clean a property must be following regulated lead abatement work.

    For property owners, contractors, property managers, schools, housing providers, and environmental professionals, understanding the difference between finding lead in dust and passing a post-abatement clearance has become increasingly important.

    What Are the New EPA Lead Dust Levels?

    EPA's updated rule separates lead dust into two concepts:

    Dust-Lead Reportable Levels (DLRLs) – previously referred to as Dust-Lead Hazard Standards.

    Dust-Lead Action Levels (DLALs) – previously referred to as Dust-Lead Clearance Levels.

    Under the updated federal rule, the post-abatement Dust-Lead Action Levels are:

    These new federal action levels became applicable beginning January 12, 2026, for EPA-administered lead-based paint programs.

    That means a floor dust-wipe result of 8 µg/ft², for example, would have been below the previous federal post-abatement clearance level of 10 µg/ft² but would exceed the new federal action level of 5 µg/ft².

    What Happened to the Old "Lead Dust Hazard" Level?

    This is one of the biggest changes.

    EPA previously established numerical Dust-Lead Hazard Standards of:

    • 10 µg/ft² for floors

    • 100 µg/ft² for window sills

    Under the new rule, EPA replaced those numerical hazard standards with a Dust-Lead Reportable Level (DLRL).

    The new federal approach generally treats any reportable lead level detected by an EPA-recognized laboratory as reportable for purposes of the applicable federal program.

    However, this does not mean that every detectable amount of lead automatically requires abatement.

    EPA intentionally separated the level at which lead is reported from the level used to determine whether action is required following abatement.

    In other words:

    Detectable lead does not necessarily mean a property fails clearance.

    That distinction is extremely important when interpreting lead dust results.

    Why Did EPA Lower the Levels?

    EPA revised the standards based on current scientific understanding of the risks associated with lead exposure.

    Lead is particularly concerning for young children because exposure can affect the developing brain and nervous system. Lead-contaminated dust is also easily overlooked because it may not be visible.

    Unlike deteriorated paint, you generally cannot look at a floor or windowsill and determine whether lead dust is present.

    A surface can appear completely clean while still containing measurable lead.

    That is why properly collected dust-wipe samples and laboratory analysis are so important.

    What Does This Mean in California?

    California has its own lead regulations administered through the California Department of Public Health (CDPH), and it is important not to confuse California's standards with the new federal EPA standards.

    Under California's existing Title 17 definition, lead-contaminated dust includes lead levels equal to or greater than:

    • 10 µg/ft² on interior floor surfaces

    • 100 µg/ft² on interior horizontal surfaces

    • 400 µg/ft² on exterior floor and exterior horizontal surfaces

    Those California standards became effective in 2022.

    Therefore, determining whether a result constitutes "lead-contaminated dust," whether a property passes a particular clearance, and what action is legally required can depend on the type of investigation, property, work performed, jurisdiction, and regulatory program involved.

    A result should not be interpreted based solely on a single number without considering why the sample was collected.

    Initial Testing and Clearance Testing Are Not the Same Thing

    This distinction is extremely important.

    An initial lead dust investigation or risk assessment is designed to evaluate whether lead-contaminated dust is present before corrective work occurs.

    A clearance examination is performed after certain lead hazard control or abatement activities to determine whether the work area has been adequately cleaned and satisfies the applicable clearance criteria.

    These are different evaluations performed for different purposes.

    For example, a dust-wipe sample collected from a floor during an initial investigation should not automatically be interpreted using a post-abatement clearance standard without considering the applicable regulatory requirements.

    This is why laboratory results should be interpreted by a qualified professional familiar with the purpose of the investigation.

    A "Detect" Doesn't Always Mean a "Fail"

    With laboratories capable of detecting extremely small quantities of lead, property owners may receive reports showing measurable lead even when the concentration is very low.

    That does not necessarily mean the property has failed a regulatory standard.

    The important questions are:

    Why was the sample collected?

    What regulatory program applies?

    Was this an initial investigation, risk assessment, complaint investigation, post-renovation evaluation, or formal post-abatement clearance?

    What surface was sampled?

    What jurisdiction applies?

    Those factors can significantly affect how the result should be interpreted.

    Why Lead Dust Testing Matters

    Lead dust can be generated from a variety of activities and conditions, including:

    • Deteriorating lead-based paint

    • Sanding or scraping painted surfaces

    • Window friction surfaces

    • Renovation and remodeling

    • Demolition

    • Construction activities

    • Improper cleaning following lead-related work

    • Exterior dust and soil tracked indoors

    • Industrial or occupational sources

    Because lead dust can migrate, the source is not always immediately obvious.

    Professional sampling can help determine where elevated lead dust is present and provide information needed to develop an appropriate response.

    Lead Dust Can Return After Cleaning

    Another important issue is recontamination.

    A property may be professionally cleaned and initially pass clearance testing, but lead dust can potentially return if the underlying source has not been identified or if lead is being introduced from another source.

    Possible sources can include deteriorating painted components, contaminated exterior soil or dust, nearby construction, occupational take-home exposure, renovation activities, or other environmental sources.

    When elevated lead dust repeatedly returns, simply cleaning the same surfaces over and over may not address the underlying problem.

    Additional investigation may be appropriate to determine where the lead is coming from.

    Proper Sampling Is More Important Than Ever

    As regulatory thresholds become lower, sampling technique and laboratory sensitivity become increasingly important.

    Lead dust testing generally involves collecting a wipe sample from a carefully measured surface area. The laboratory reports the amount of lead collected, which is then expressed as a surface loading—typically in micrograms per square foot (µg/ft²).

    Accurate measurements, appropriate sampling materials, proper documentation, and suitable laboratory analytical methods are critical when evaluating results near low regulatory thresholds.

    For example, if the applicable criterion is 5 µg/ft², the analytical method and reporting limit must be capable of providing useful data at or below that level.

    What If Lead Dust Is Elevated?

    The appropriate response depends on the circumstances.

    Depending on the source, property, and applicable regulations, recommendations may include:

    • Additional investigation

    • Evaluation of painted surfaces

    • XRF testing

    • Paint-chip sampling

    • Additional dust-wipe sampling

    • Evaluation of exterior soil

    • HEPA vacuuming

    • Wet cleaning

    • Specialized lead cleaning

    • Repair or stabilization of deteriorated paint

    • Lead hazard control or abatement

    • Follow-up or clearance testing

    The goal should not simply be to produce a passing laboratory result.

    The goal should be to identify the source, control the hazard, clean the affected environment, and reduce the likelihood that contamination will return.

    Don't Rely on the Old Numbers

    Property owners, contractors, consultants, and maintenance personnel should be careful when relying on older reports, specifications, templates, or clearance protocols.

    A report template that automatically identifies 10 µg/ft² as the federal floor clearance level may now be outdated for work subject to the new EPA requirements.

    Similarly, applying the new 5 µg/ft² federal post-abatement action level to every lead dust investigation can also result in an incorrect interpretation.

    The applicable standard depends on the circumstances.
